Local Government working together for the 2014 Transparency Code

The Government has published a revised local government transparency code. Under various new regulations the code mandates that local authorities must publish certain datasets, the first of which must be published by 31 December 2014.

The Local Government Association has updated its practitioner’s guidance to support local authorities to publish this information in a way that useful for local authorities and local people. The resulting collection of guidance materials and tools covering the various requirements are now published and we are inviting comment on these. The four draft guidance documents are:

general guidance, which is relevant to all of the code’s requirements)

expenditure and procurement guidance, including government procurement cards, waste contracts and grants to the voluntary, community and social enterprise sectors

organisational guidance, which includes senior salaries, the pay multiple, trade union facilities time and counter-fraud work

land and building assets and parking information guidance

Part of the preparation necessary to develop re-usable and linked published data includes the development of schemas for each of the datasets. These schemas will then provide voluntary templates against which local authorities can publish data – enabling easy access, reuse and comparison between different areas. These schemas will initially be based on the templates found in the annexes of each of the draft guidance documents.

We would like to invite you to a one day workshop to introduce you to the revised transparency code and our draft guidance documents, and to begin working on the schemas.
